این راه‌آهن به دلیل نبود لوکوموتیو بی‌استفاده ماند تا اینکه مجلس شورای ملی در ۲۴ اردیبهشت ۱۳۰۴ به درخواست دولت، پرداخت مبلغ یکصد و هفتاد هزار تومان را به تصویب رساند که بخشی از آن هزینه خرید لوکوموتیو، واگن و راه‌اندازی راه‌آهن جلفا به تبریز و بخش دیگر، صرف کشتیرانی در دریاچه ارومیه شود.
